Investors say complexity has been made by appointing an organization named Tecity in the management of the park. As an uneven deal with the company, investors are being victimized harassing many businesses in the park as well as being negatively affected. The renting of the park's premises is losing huge revenue.
The project of software technology has been set up at a cost of Tk 305 crores on the basis of 2, 32, 000 sq.ft area in Bezpara Shankarpur area of Jessore with the aim of creating entrepreneurship in IT sector, creating skilled manpower and exporting 12 thousand educated young people. Prime Minister Sheikh Hasina inaugurated the park on December 10 last year through video conferences. This park has modern facilities, including 15-storied original buildings and 12-storey residential buildings of the quality.
It is learned that, in the first phase, 40 domestic and foreign companies signed contracts with the BHTPA and allocated the space in the park. According to the agreement, dealing with other issues including monthly rentals should be done with BTPP. But after a few days of inauguration, the government has signed a contract with Property Management Company (PMC), a privately-owned organization called Tecity for management of the park. According to the agreement, the Park enjoys 82 percent of the revenue of the park. And the government is getting the remaining 18 percent.
However, the head of the 14 investor organizations in the park recently sent a letter to the BHTPA saying they do not want to pay rent to any other company. Companies pay rent to the HiTech authority through pay-order checks. Currently, 53 companies have allocated land for investment in this park. Of these, 25 companies have been adorned with their offices. On Sunday, in the park, on 15 storied MT buildings, more than half of the space lying vacant in every floor. Many companies have left the decoration.
Destiny Incorporation of Japan's only foreign investment in the park Seven young people work on the software developer in the company. However, they are not getting salary and allowances for 9 months because of the complexity of opening bank accounts. Sajjadur Rahman, coordinator of the organization, said, "According to the agreement, we will serve as one of the world's oneestap services. But nothing has been given in the last 9 months with the approval of Investment Promotion Authority. The bank account could not be opened due to non-approval. That's why she could not send money from Japan.
Asked about the matter, Hi-Tech Park Officer Kalyan Sarker said, "We sought documents from the officials of the organization for the approval of the investment development authority." But they are not giving it. They want to get approval without the papers. What will it do?
Meanwhile, the participants of Part International and Techno Software Bangladesh, last month, sent a letter to the Information Technology Minister about their problems. It has been said in the letter that Tecci has been given the responsibility of managing the park. They are giving monthly rent to every government for only one rupee 80 paisa. And the investor companies are paying ten rupees for each square. The matter is very worrying. Apart from this, the park's MT Building Data Center is not suitable for setting up. BHTPA's instructions were already in this regard. However, TechCase has been allowed to set up a data center.
The Techcity wants to establish a data center on the sixth floor of the MT building. According to the statement, Micro Dream IT proprietor Shahanur Sharif said, "To put data centers, my company is being forced to move elsewhere. Being harassed is not being accepted. If the data center is not set up, the efforts to increase skilled manpower and create entrepreneur will not succeed.
Asked about the technicality of the company, Wahid Sharif said, "The event Tech and Micro Dream IT company's authorities were asked to go to the other floor for other facilities including electricity use. There is no problem if they do not want to go. But when it has been done, it has been done with discussions with the Haitek authorities. "
